G-IBS mbH is a work-oriented consulting company that exclusively advises works and staff councils. It emerged from the Innovation Advisory Service (IBS) of the IG Metall trade union. The IBS of the IG Metall was established in 1979 as a project of the IG Metall Executive Committee, funded by the Federal Ministry of Research and Technology. This makes G.IBS mbH the oldest works council consulting company in the world (quote from the former managing director)! From 1988 to 1999 it formed the DGB-Technologieberatung e.V. Berlin together with the DGB-Technologieberatungsstelle (TBS) in Berlin. Until 1998, the IBS was funded by the Senate Department for Economics together with the TBS Berlin.
In many cases, your committee has the right to obtain support from external experts in accordance with §§ 80 (3) and 111 of the Works Constitution Act (BetrVG) or the Staff Representation Act (Personalvertretungsgesetz). According to case law, experts are persons who provide the works council with the missing technical or legal knowledge or who draw conclusions from a factual situation so that the works council can properly fulfill the tasks assigned to it. Our consultations are subject to a fee. The consulting services of G-IBS mbH must be initiated by works and staff councils and submitted to the employer or the service management for approval. The process is summarized for you in the following section.
The way to a consultation
- Your committee addresses the G-IBS mbH with its question, problem or need for regulation.
- An initial clarification meeting is arranged immediately.
- G-IBS mbH will prepare an offer for you regarding consulting services, the time required, the duration and the costs.
- Your committee decides on this offer and forwards it to the employer for approval according to § 80 (3) BetrVG or for information according to § 111 BetrVG. [The same applies to the staff council, § 40 (3) PersVG Berlin].
- After confirmation of the offer, the consultation is carried out in close coordination with the works council or the staff council.
We are consultants for works and staff councils by conviction. We support your committee in asserting the interests of the employees in the development of company solutions and concepts. Our many years of experience and close cooperation between our consultants enable us to do this. Together with your expertise and operational knowledge, we develop tailor-made regulations. These can also be flanked by internal training for your committee.
Anyone who attends a seminar as a works or staff council wants to gather specialist knowledge and practical tips for coping with their own tasks. Solid technical knowledge and insight into operational practice are among the prerequisites for speakers to meet these expectations.
On the basis of our many years of experience as union-related consultants for works and staff councils, we can ensure that our seminars provide the appropriate mix of specialist knowledge, case studies, legal advice and practical guidance. We work with an activating and participatory variety of methods that enable a broad understanding and ensure the transfer from theory to practice.

If you are interested, we can send you a list of available seminar offers. The exact procedures will be determined together with the works or staff council. We offer you our rooms for this purpose, but will also be happy to visit you at your company. As soon as an agreement on the contents is reached, dates and implementation can be fixed. Seminars can take place on site (in-house), but due to the current situation they can also be held digitally via a third party provider to be agreed upon (Zoom, Microsoft Teams or similar).
